Our approach to real estate development seeks to balance vision with practicality.  We work in a collaborative fashion with property owners, community leaders, and project stakeholders to develop fresh perspectives and creative solutions designed to result in positive change that is financially feasible and sustainable.

KIM SATZGER, Principal

Kim Satzger brings a wealth of experience in both the public and private sectors, specializing in public funding and financing strategies, pre-development and entitlement processes, stakeholder outreach, and commercial real estate development. With a career dedicated to transforming communities and advancing complex development projects, she has successfully led initiatives that span economic development, public-private partnerships, and large-scale real estate ventures.

 

As the Principal of Gibraltar Development Corp., Ms. Satzger has established and managed a consulting practice focused on delivering high-impact development solutions. Her expertise includes leading multidisciplinary teams in planning, acquiring, and developing real estate, crafting real estate strategies, preparing economic and demographic analyses, securing public incentives, and overseeing project budgets and timelines.

Ms. Satzger has played a pivotal role in the redevelopment of more than 455 acres of property in southwestern Ohio, managed nearly $1.5 billion in public revenue bond financings, and secured over $125 million in local, state, and federal assistance for clients in the form of grants, loans, and incentives.

Before founding Gibraltar, Ms. Satzger served as the CEO of the Cincinnati Port Authority, where she spearheaded innovative public-private partnerships that leveraged government and private resources to revitalize communities. Under her leadership, the Port Authority facilitated the cleanup and redevelopment of over 155 acres, issued more than $450 million in revenue bonds, and secured nearly $43 million in grants to support regional development projects. Her work involved site assemblage, property ownership, market and environmental assessments, regulatory approvals, and the resolution of complex title and lien issues.

 

Since establishing Gibraltar, Ms. Satzger has continued to drive economic and community development initiatives. She has provided strategic market assessments and economic development plans for municipalities and developers alike; managing capital lease financings for local governmental entities, overseeing entitlement work for a national developer across multiple states, and securing tax abatements for a $50 million multifamily housing project in Cincinnati. Her approach ensures that projects align with local economic conditions and that strategies are actionable and results-driven.

 

Ms. Satzger’s leadership and expertise continue to shape the landscape of real estate development, ensuring successful outcomes for both public and private sector clients.
